Tetsuo was an Information Self-Defense Force (I-SDF) soldier who was assigned as I-SDF member Kaneda's personal bodyguard during an important meeting between Kaneda and Displace International's CEO and founder Douglas Shetland.

2007: East Asian Crisis[]
On July 10th, 2007, American private military company Displace International met with the Japanese I-SDF in order to discuss the sale of a weaponized algorithm. The meeting was conducted in a bathhouse in the Shinjuki district with armed men from both Displace International and the I-SDF securing the bathhouse, and to make sure that the meeting would go through. Tetsuo was Kaneda's bodyguard as the deal and purchase was going to be made in the secured area. Kaneda intended to purchase the information warfare algorithms from Shetland, but not to actually pay for them. As the deal went bad, Tetsuo called out Kaneda by name, to which Kaneda responded, "Tetsuo!" In response to Kaneda's call, Tetsuo raised his CIS SAR-21 and shot Shetland's bodyguard, killing him instantly. As Tetsuo moved his rifle at Shetland, however, he was shot and killed by Shetland himself. Not soon after, despite pleading, Shetland killed Kaneda and fled the area.

- Tetsuo's name is revealed when Kaneda calls his name during the meeting.
- Tetsuo's name, along with Kaneda's, is a reference to the 1988 Anime "Akira", with the scene where Kaneda and Tetsuo shout each other's name a clear reference to the film.
- Tetsuo is the second person to be shot and killed by Shetland, with the first one being Abrahim Zherkezhi, and the third being Kaneda.
