This page contains a list of features and content that was cut or changed from the final version of Splinter Cell: Pandora Tomorrow before its release. The codename for Splinter Cell 2 during development was Shadow Strike.

  • The voice acting in the game was originally planned to be much different:
    • Don Jordan and Claudia Besso voiced Lambert and and Grimsdottir in an early version of the train mission. They are the original voice actors, both of which reprise their roles in Chaos Theory. It is unknown whether they were always slotted to reprise their roles in Pandora Tomorrow. It is also unknown why they were replaced by Ubisoft Shanghai.
    • D.P. Brunton's voice actor was also different early in production, as heard in the same early version of the train mission. As he was a new character in this game, it makes little sense to replace his voice actor mid-development.
    • The NPC dialogue was much different early in development. The Syrian terrorists on the train had thick accents, as did the French passengers and conductors. As these NPC voices were eventually replaced with a clearly-spoken American accent, perhaps Ubisoft Shanghai felt that the thick accents were too difficult to be understood by the player.
  • The HUD has gone through various changes mostly from the original Splinter Cell's HUD.
    • Early demo of the Train mission showed a unseen version of the HUD, using the note and objective updates from the original, also naming Pistol as "FN7".
    • The health bar was displayed horizontally in the upper right corner.
    • The SC-20K scope HUD was the same as the original though with a different health bar on left.
  • A CGI art render showed Sam climbing up (or sliding down) a long cloth suggesting that this may have been a planned to feature in the game.
  • In-game files suggest that a GPS was an equippable item, used to point out special locations.
  • Early US Embassy mission had you follow a beeping indicator to Shetland, which could be turned off through your OPSAT. (Possibly a GPS device.)
  • Three firearms found in game files but not in the final release. The guns are: An A-91 Assault Rifle, Groza Multi-Purpose Assault Rifle and a UMP.
