David Bowers was President of the United States of America in from at least 2001 to 2009, through the events of the Georgian Information Crisis, Indonesian Crisis, East Asian Crisis and the Red Mercury Plot. At some point between 2009 to 2011, he was succeeded by Patricia Caldwell.

Biography

2004: Georgian Information Crisis

President Bowers is seen in newscasts regarding the Georgian Information Crisis. In a clear reference to George W. Bush's "pretzel incident", one of the newscast's tickers reveals that a cashew has been removed from Bowers' windpipe during the Information Crisis. During the Georgian Information Crisis, the radical President of Georgia Kombayn Nikoladze invaded

neighboring Azerbaijan to seize its vast oil reserves, prompting President Bowers to declare war on Georgia as his nation spearheaded the NATO invasion against their former ally. His approval ratings soared as he led his country through the crisis, assuming a firm stance against Nikoladze and his terrorist campaign.

2006: Indonesian Crisis

President Bowers again led his nation in its campaign against radical militias in Indonesia, who took to harassing American interests in East Timor. He is briefly seen on national television defending the U.S. invasion of Indonesia, and ultimately declaring the "incident" over upon the capture of terrorist leader Suhadi Sadono.

2007: Cyber Attacks of 2007 / Three-Block War

In Chaos Theory, President Bowers is seen discussing with Irving Lambert on what course of action the U.S. should take against North Korea as well as the newly-formed Japanese Information Self-Defense Force. In this situation he prefers a diplomatic and political approach rather than immediate military action, in contrast to his previous eagerness to go to war against the Georgian and Indonesian governments.

2007: Tom Clancy's Ghost Recon 2

In the beginning of the PlayStation 2 version of Tom Clancy's Ghost Recon 2 (taking place during the events of Chaos Theory), Bowers is at a meeting with the Joint Chiefs of Staff, a U.S. Army General informs him of the USS Clarence E. Walsh being sunk by a "super" variant of a Silkworm missile, fired from North Korea. The General recommends that Bowers deploy the Ghosts into North Korea. Months later, Bowers is furious that a North Korean General has gotten ahold of North Korea's nuclear weapons and re-deploys the Ghosts into North Korea. Bowers faces the window and, with an angry look in his eyes, removes his glasses. He does this in a fashion similar to the habit of Walter Cronkite during a stressful situation.

2008: JBA Crisis

In Version 2 of Double Agent, President Bowers is engaged in Nashville, where the JBA has shipped off one of several nuclear explosive devices.

His possible death is determined by Sam, depending on whether he prevents the shipping of the Los Angeles and Nashville bombs or allows to leave the headquarters.

• News ticker in Tom Clancy's Splinter Cell reads that Bowers choked on a cashew and had to have it removed from his windpipe. This is similar to former U.S. President George W. Bush's famous incident of choking on a pretzel.
• His appearance has differed slightly in each game, with him looking noticeably older in more recent appearances.
• In first two games, Bowers is only seen in the news reports, in later games, he is also seen in cutscenes, most notably Chaos Theory.
• Judging from information gathered from the Tom Clancy's Splinter Cell series, it is likely that Bowers was first elected in 2000 and was subsequently re-elected during the events of the first Splinter Cell game (set in 2004). Bowers then served as U.S. President until at least 2009, when he was succeeded by Patricia Caldwell who was seen as President in Splinter Cell: Conviction and Splinter Cell: Blacklist
  • Bowers had been acting President of the United States for the same amount of years as real-life former U.S. President George W. Bush. The dates are exactly the same as well, assuming he was elected in 2001; this would mean 8 years as acting President during the Splinter Cell timeline.
