If you play through mission briefings of each mission, there will always be three audio recordings involving developments happening during the mission preparations. If you play the mission briefings for Chicago, there will be an audio recording of Grim talking about Sadiq's background information in MI-6. A U.S. drone struck him while he was doing an undercover operation in Iraq, and that friendly fire incident is what pissed him off.
He didn't hate the USA. He hated that US soldiers were in countries they didn't belong in. He demanded to the president to bring them home, but she didn't listen. So Sadiq tried to bring them home himself. He held the secretary of defense hostage so that he could give the order. the secretary refuses and got his finger cut off, he then agreed to give the order but Briggs prevents it from happening by killing him. Sadiq beat the living crap out of Briggs and told him to take him to his plane. Sam thens stops him and ends the Blacklist.
But that whole "bring your troops home" thing was just a ploy, wasn't it? Sadiq knew that the President would refuse, so the attacks were ment to push the US into Continuity of Government so they could infiltrate the Site F bunker, take vital information, and present it to the twelve nations backing him and his people. I've already beaten the game once.
If you want more insight into Majid Sadiq's motives, you should probably try to collect all the Dead Drops in the story mode and side missions. They unlock small recordings of Sadiq's interactions with his partners and soldiers, even a few speeches and transmissions.
I only recently found out that these collectibles actually do anything. It would be nice if capturing HVTs or data-mining laptops actually did anything besides give me extra bonus funds.
